One Hundred (100) types of small and cottage industries
which do not have any pollution potential have been exempted from
obtaining NO OBJECTION CERTIFICATE. Other industries have
been classified and the guidelines of the Central Government regarding
specific distance regulations from state or National Highways, Railway
lines, tourist and important places, residential colonies, historical
monuments, etc. are also implemented inter alia.
Practice of environmental public hearing has been
already started for the projects notified by the Central Government,
for their establishment and/or expansion with a view to
communicating information about projects and to hearing the public
on the proposals.
Common Effluent Treatment Plants (CETP)
Twenty Five common effluent treatment plants
(CETP) in the State are already commissioned. The industries
and industrial associations have been enthusiastically co-operating
in the efforts for establishing and running Common Effluent
Treatment Plants (CETPs) in the State.
Intense monitoring of industrial effluents,
gaseous emissions and hazardous waste disposal systems
is being carried out. The number of industrial effluent
treatment plants and control of gaseous emission devices
are 5650 and 4391, respectively. There are seven common
Hazardous Waste Disposal TSDFs ( Treatment Stabilisation
Disposal Facilities) in operation while three more have
been identified and notified. Fourteen individual Hazardous
Waste Disposal TSDFs ( Treatment Stabilisation Disposal
Facilities) are in operation.
In the urban areas, with the increased vehicular
traffic, problems of air pollution are becoming serious with
time. Vehicular pollution control is being looked after by
the Directorate of Transport. It is made mandatory to obtain
'Pollution Under Control' (PUC) certificate for each and every
vehicle.
Special drive carried out by Gujarat
Pollution Control Board to check the petrol pumps of Ahmedabad
to verify pre-mixing of 2T lubricating oil for 2-stroke two/
three wheelers. As a part of the
implementation of Action Plan for Air pollution Control in
Ahmedabad, Gujarat Pollution Control Board carried out special
drive on 10 & 11 December 2004 to check the petrol pumps
of Ahmedabad to verify pre-mixing of 2T lubricating oil for
2-stroke two/ three wheelers. Board deployed 10 teams to
verify pre-mixing of 2T oil and checked all petrol pumps of
Ahmedabad. It was found out that in as many as 31 petrol pumps
pre-mix oil dispensers were not installed and in 9 cases,
though pre-mix dispensers were provided not a single dispenser
was in working order. GPCB has directed Civil Supplies
Department, District Collector, Police Commissioner and Oil
Companies to take immediate steps including punitive action
against the defaulters. All petrol pumps have now installed 2T
dispensers.
Special Campaign launched by Gujarat
Pollution Control Board jointly with Civil Supply Department
and Forensic Science Laboratory to check the quality of fuel
at petrol pumps of Ahmedabad to verify
adulteration. GPCB has started a campaign to check
the quality of petrol and diesel sold at retail outlets in
Ahmedabad. This drive is carried out by "Joint Inspection
Teams" comprising of officials of Civil Supply Department,
Forensic Science Laboratory and Gujarat Pollution Control
Board. The samples are drawn under the Essential Commodities
Act. IOC has also supported the cause by facilitating parallel
analysis. The drive is on-going.
Action
against Defaulters of Pollution Control Acts
Action is initiated against those industrial
units who fail to improve the performance in the implementation of
Pollution Control Acts, as per the rules. Below figures are
cumulative.
It is important to pursue Research and
Development with a view to improve and ensure
effectiveness in the performance of pollution control activities. Various projects have
been undertaken with the co-operation of the World
Bank and international financial institutions. These projects include development
and expansion of laboratories, training of the personnel and
establishing laboratory instruments and equipment. In addition to this, identifying
Bio-indicators and Toxicity of Water Bodies under the CPCB project
is also on hand.
Monitoring
of Coastal Areas
The Board has continued coastal monitoring
under the plan scheme in Gujarat
to ascertain the water quality of different parts along the
coastal zones in Gujarat.
The Board monitors the water resources in
the State by collecting and analyzing samples of water at
intervals of time of rivers, estuaries, underground waters,
lakes and wells of some villages. Under this project, all
the water resources are covered.
In Gujarat, right from the establishment
of the Board, a constructive and sustainable developmental
approach has been kept in mind in industrial development concomitant
with control of environmental pollution. The State Government
has always endeavored to balance and bridge industrial development
and protection of the environment, leading to sustainability.
