INFORMATION

INTRODUCTION

The Gujarat Water Pollution Control Board was constituted on October 15, 1974 under the Water (Prevention & Control of Pollution) Act, '74 which came into force on March 23, 1974. With the legislation of the Air (Prevention & Control of Pollution) Act, 1981, the Board has taken up the work of air pollution control activities as well. The Board was also renamed as the Gujarat Pollution Control Board in 1985. With the enforcement of Environment (Protection) Act, 1986, the Board has been entrusted with the Central Acts and relevant rules for pollution control as notified thereof from time to time.

The Board commenced its operation with a meager staff of 25 in October, 1974. Today, the Board has a staff strength of 469 which includes 93 engineers, 148 scientists and analysts. The Board is having its Head Office and Central Laboratory at Gandhinagar. Six Regional Offices of the Board are attached with laboratories, each at Vadodara, Surat, Rajkot, Vapi, Bharuch and Jamnagar. Regional Offices Godhara and Mehsana are being equipped with analytical facilities. During 2003-04 two more Regional Offices at Ahmedabad (jurisdiction Ahmedabad district) and at Bhavnagar (jurisdiction Bhavnagar and Amreli districts) also started functioning on 05/04/2003 and 16/01/2004 respectively.

The Head Office performs activities concerning general policies and enforcement of various provisions of the Acts as well as general administration and co-ordination with other agencies. The Central Laboratory at Gandhinagar is involved in development of methods for analysis of water, wastewater, gases and hazardous waste samples. The Central Laboratory is being equipped to take up R&D Programmes for developing methods of treatment of liquid and gaseous effluents. The important functions being performed by the Central Laboratory and Regional Offices include monitoring of water and air quality, effluent sampling and analysis, inspection in respect of performance of effluent treatment plants and air pollution control equipment, inspection of sites proposed for establishment of industrial projects to check the suitability of the same from the environmental point of view, guidance to the industry and other agencies, co-ordination with local bodies and industries implementation of various projects such as coastal survey, river basin studies, GEMS and MINARS projects to check the quality of water resources, AAQM project to check ambient air quality, providing support to the Head Office in the matters relating to the finalization of NOC Consent applications and in the investigations of complaints etc.

CONSTITUTION OF THE BOARD

The Government of Gujarat constituted the Gujarat Water Pollution Control Board on October 15, 1974 under the Water (Prevention & Control of Pollution) Act, 1974. On completion of its first four terms the Board was reconstituted for fifth term on August 22, 1989.

Since inception of Gujarat Pollution Control Board 145 Board meetings have been held so far.

COMMITTEES OF THE BOARD

 

(i) Technical Committee

Main function of the Technical Committee is to provide technical advice and support to the Board in the matters pertaining to the specific problems of technical nature.

(ii) Personnel Committees
 

Four Personnel Committees have been constituted by the Board. There are two Selection Committees one for Class I & II and the other for Class III & IV. Similarly, there are two different Promotion Committees one for Class I & II and the other for Class III & IV. All these Personnel Committees are constituted for selection and promotions of personnel for various posts existing in the Board and also to assist the Board in other related matters.

(iii) Task Force

For effective control of Air pollution in urban areas of the state and to monitor the progress of implementation of the recommendation /suggestions made in this regard this Committee is constituted by the Forest & Environment Department, Government of Gujarat.

(iv) Task Force for Bio-Medical Waste Management
 

For effective implementation of BMW Rules from all aspects and keeping in view the difficulties experienced by the different organization, their technological, managerial and financial angles and to brought the suggestions of the deliberaties in the Seminar together in the form of a comprehensive action plan and the same is monitored closely to achieve time bound results. It was, therefore, decided to form a Task Force with the following members:
